The whole trick

Browsers gained the ability to read files, decode images and run compiled code years ago. Many online converters do the work on a server, which means your file is uploaded first.

This one does the work where the file already is. The HEIC decoder is libheif compiled to WebAssembly, about 1.5 MB, downloaded once and then cached. After that the page keeps working with the network switched off.
